Planning Details
HTA shall perform the survey, design,
right-of-way, archeological and
environmental services, road
improvement or road construction for the
Bureau of Indian Affairs Roads Construction
Projects as identified in the TTIP.
Note: The TTIP identifies the work to be
performed, the estimated dollar amount,
and who (Contractor or Government) is
responsible for performing the work.
1. Long Range Transportation Plans
Purpose: To develop a transportation plan
for improvements to the National Tribal
Transportation Facility Inventory (NTTFI)
system necessary to meet the existing and
future needs of the Tribal community.
The Tribe should prepare Draft or
Final Long-Range Transportation Plans
and any amendments for review by the BIA.

2. TTIP
Purpose: The Indian Tribal Government
assisted by the BIA, state, local government,
or metropolitan planning organizations, shall
develop a Tribal Transportation
Improvement Program (TTIP).
The TTIP shall include all Tribal
Transportation Program (TTP) projects
proposed for funding. As a minimum, the
TTIP should prioritize the listed TTP projects
and state the TTP route number, scope of
work, length of project (tenth of a mile),
costs related to each project/project activity,
and who will be performing the project
activities on behalf of the Tribe.
